In early November 2009, TCG completed issuing 6 million TCM shares for the strategy shareholder, E-Land Asia Holdings (Singapore) belonging to E-land Group (Korea). This was the second issue and it increased E-land's share possession at TCG up to 16 million equal to 37% of Thanh Cong group's charter capital. As a result, E-land not only became the strategy shareholder but also directly took part in the management role at TCG.

It is probably said that with this important turning-point, Thanh Cong, one more time, is one of the first textile & garment enterprises to cooperate and mobilize the capital as well as the management experience from foreign investors.
